I think what you're trying to say is depending on the CERO raiting the publisher is aiming for, that rating may or may not allow certain things.
I mean, has anyone here ever played a Japanese game with nudity in it, besides the cheeky ecchi games that occasionally sneak onto the service? I'm pretty sure it's contraband for big developers like Platinum, Squenix, Nintendo, etc. Source for what, the lack of full nudity in the game? I'm mainly taking an educated guess on that since the JPN ratings board CERO doesn't allow actual nudity AFAIK.
